Police arrests Ndejje town clerk, agent over over PDM funds

The Town Clerk of Ndejje Town Council, Ms Winfred Nansikombi, and the Town Agent/ Parish Chief of Buyego Ward Joseph Male Nsereko have been remanded to Butuntumula Prison on charges of theft and conspiracy to defraud.

The duo that is believed to have conspired and stolen over Shs21 million conniving with the District Commercial Officer, Mr Noah James Semayobe, Magistrate Court in Luweero heard.

Mr Semayobe is still on the run but the two accused persons appeared before the court presided over the Chief Magistrate Mariam Nalujja Semwanga and were read nine charges arising from the Penal Code Act.

It is alleged that between the months of November and December 2023, during the disbursement of Parish Development Model (PDM) money  for third phase in Luweero District, these three allegedly manipulated the beneficiaries list and fraudulently inserted 19 names of their relatives and friends who are not even residents of the area.

It is also suspected that among the persons inserted, included two daughters of the accused Town clerk Nansikombi, who received funds to the detriment of the legitimate beneficiaries.

The suspects are also said to have  conspired to defraud 13 million shillings meant for Buyego PDM Sacco Benefiries in Ndejje Town Council in Luwero.

The accused persons however denied the charges that were sanctioned Resident State Attorney.

The Prosecution led by  Racheal Kirabo  informed the Court that they needed more time to gather evidence into this matter and asked for adjournment.

Chief Magistrate Nalujja asked the accused persons to apply for bail  unfortunately, Nsereko had one (1) surety and Nansinkombi had none.

Nalujja remanded them until until July 24 and also tasked police to ensure that Semayobe is arrested and produced in court on the day of the next hearing.

Nansikombi and Nsereko were arrested on Tuesday detectives attached to the State House Anti-Corruption Unit headed Brigadier General  Isoke.
