Prof. Okaka Opio Dokotum Concludes Historic 10-Year Tenure as Lira University DVC

LIRA, UGANDA — After a decade of foundational leadership, Associate Professor Okaka Opio Dokotum has officially exited his role as Deputy Vice Chancellor in charge of Academic Affairs at Lira University, effective July 1, 2026.

The transition was formally communicated to the university community in an internal memo issued on July 15, 2026, the Acting University Secretary, Mr. Tom Atim. The notice was shared across all academic and administrative faculties, with official copies delivered to the University Chancellor, the Chairperson and members of the University Council, the Vice Chancellor, and Assoc. Prof. Dokotum.

A Decade of Lawful & Distinguished Service

According to the official brief, Prof. Dokotum’s leadership spanned two distinct, five-year terms:

  • First Contract: July 1, 2016 – June 30, 2021

  • Second Contract: July 1, 2021 – June 30, 2026

To ensure seamless institutional governance, Lira University Management previously sought legal guidance regarding the contract timeline. In an advisory response dated July 10, 2026, the Attorney General confirmed that Prof. Dokotum had fully and lawfully served the maximum permitted tenure under Section 32(2) of the Universities and Other Tertiary Institutions Act, Cap. 262.

Honoring an Academic Legacy

Prof. Dokotum leaves behind a legacy defined structural growth and academic excellence. Speaking on behalf of the entire institution, Mr. Tom Atim expressed deep appreciation for the outgoing DVC’s immense contributions.
